រាជធានីភ្នំពេញ, ថ្ងៃទី២៧ ខែសីហា ឆ្នាំ២០២៥៖ ក្រសួងការពារជាតិ នៃព្រះរាជាណាចក្រកម្ពុជា សូមសម្តែងនូវការសោកស្តាយចំពោះឧបទ្ទវហេតុនៃការផ្ទុះគ្រាប់មីនដែលបណ្តាលឱ្យកងទ័ពថៃរងរបួស ។ ក្រសួងការពារជាតិសូមគូសបញ្ជាក់សាជាថ្មីថា កម្ពុជាមិនបានប្រើប្រាស់ និងមិនបានដាក់គ្រាប់មីនថ្មីឡើយ និងប្រកាន់ខ្ជាប់នូវការគោរពអនុសញ្ញាអូតាវ៉ា ដែលកម្ពុជាជារដ្ឋភាគីនៃអនុសញ្ញាហាមប្រាមការប្រើប្រាស់មីនប្រឆាំងមនុស្សនេះ។ ជាមួយគ្នានេះ កម្ពុជាក៏ធ្លាប់បានជម្រាបជូនភាគីថៃនិងសហគមន៍អន្តរជាតិជាច្រើនដងរួចមកហើយថា នៅតាមបណ្តោយព្រំដែនក្នុងទឹកដីកម្ពុជា គឺនៅមានគ្រាប់មីនជាច្រើនដែលបន្សល់ទុកពីសម័យសង្គ្រាមស៊ីវិល។ កម្ពុជាសូមគូសបញ្ជាក់យ៉ាងម៉ឺងម៉ាត់ និងច្បាស់លាស់បំផុតនូវការប្តេជ្ញាចិត្តឥតងាករេរបស់ខ្លួន ក្នុងការគោរព និងអនុវត្តយ៉ាងខ្ជាប់ខ្ជួននូវបទឈប់បាញ់ដែលបានសម្រេចកាលពីថ្ងៃទី២៨ ខែកក្កដា ឆ្នាំ២០២៥ និងគោលការណ៍ឯកភាពទាំង ១៣ ចំណុចឯកភាពក្នុងកិច្ចប្រជុំវិសាមញ្ញគណៈកម្មាធិការព្រំដែនទូទៅកម្ពុជា-ថៃ (GBC) កាលពីថ្ងៃទី៧ ខែសីហា ឆ្នាំ២០២៥។ កម្ពុជាសូមអំពាវនាវឱ្យភាគីថៃគោរពនូវលក្ខខណ្ឌនៃកិច្ចព្រមព្រៀងបទឈប់បាញ់ ព្រមទាំងស្មារតី និងការឯកភាពគ្នា នៅក្នុងកិច្ចប្រជុំវិសាមញ្ញគណៈកម្មាធិការព្រំដែនទូទៅ(GBC) ដែលថា «ភាគីទាំងពីរបានព្រមព្រៀងគ្នារក្សាកម្លាំងយោធារបស់ខ្លួននៅក្នុងទីតាំងបច្ចុប្បន្ន ដោយមិនអនុញ្ញាតឱ្យផ្លាស់ទីហួសពីទីតាំងដែលខ្លួនបានឈរជើងក្នុងពេលកិច្ចព្រមព្រៀងបទឈប់បាញ់បានចូលជាធរមាននៅម៉ោង១២ រំលងអធ្រាត្រ ថ្ងៃទី២៨ ខែកក្កដា ឆ្នាំ២០២៥ ឡើយ។ ភាគីទាំងពីរមិនត្រូវចល័តកងទ័ពរបស់ខ្លួន រាប់បញ្ចូលទាំងការដើរល្បាតទៅលើទីតាំងរបស់ភាគីម្ខាងទៀតឡើយ។ លើសពីនេះទៀត កម្ពុជាបានប្រកាន់ខ្ជាប់និងអនុវត្តតាមស្មារតីដែលភាគីទាំងពីរបានឯកភាពគ្នា ក្នុងកិច្ចប្រជុំវិសាមញ្ញរបស់គណៈកម្មាធិការព្រំដែនថ្នាក់យោធភូមិភាគកម្ពុជា-ថៃ (RBC) នាពេលកន្លងមក ជាពិសេសកិច្ចប្រជុំវិសាមញ្ញ ថ្នាក់យោធភូមិភាគរវាងយោធភូមិភាគទី៤ កម្ពុជានិងបញ្ជាការដ្ឋានកងទ័ពភូមិភាគទី២ ថៃ ដែលទើបតែបញ្ចប់ទៅនៅវេលាម៉ោង ១១:៥៣ នាទី ក្នុងថ្ងៃទី២៧ ខែសីហា ឆ្នាំ២០២៥នេះ ដោយភាគីទាំងពីរបានឯកភាពគ្នាបង្កើនជំនឿទុកចិត្តសំដៅកាត់បន្ថយភាពតានតឹង និងរក្សាសន្តិភាពនៅតាមបណ្តោយព្រំដែន ដោយប្រើប្រាស់យន្តការផ្សេងៗដើម្បីដោះស្រាយភាពខុសគ្នាដោយសន្តិវិធី និងបញ្ជៀសការប៉ះទង្គិចគ្នា ក្នុងស្មារតីភាពជាអ្នកជិតខាងល្អ មិត្តភាពនិងសាមគ្គីភាព និងប្រសិនបើមានបញ្ហាអ្វីត្រូវរួមគ្នាដោះស្រាយតាមយន្តការដែលមានស្រាប់។ ក្នុងន័យនេះ កម្ពុជាស្នើសុំឱ្យភាគីថៃអនុវត្តដូចគ្នានូវស្មារតីនេះ។ កម្ពុជាសូមគូសបញ្ជាក់សាជាថ្មីនូវគោលជំហរដោះស្រាយបញ្ហាដោយសន្តិវិធី ស្មោះត្រង់ ស្របតាមច្បាប់អន្តរជាតិ ធម្មនុញ្ញអង្គការសហប្រជាជាតិ និងធម្មនុញ្ញអាស៊ាន។ ថ្ងៃពុធ ៤ កើត ខែភទ្របទ ឆ្នាំម្សាញ់ សប្តស័ក ពុទ្ធសករាជ ២៥៦៩ ត្រូវនឹងថ្ងៃទី២៧ ខែសីហា ឆ្នាំ២០២៥ Unofficial Translation Press Release The Ministry of National Defence expresses condolences regarding the recent mine explosion incident that resulted in injuries to Thai soldiers in the Cambodia-Thailand Border area. The Ministry of National Defence of Cambodia reaffirms that it has not used or placed any new landmines and remains fully committed to the Ottawa Convention on the Prohibition of Anti-Personnel Mines, to which it is a State Party. Furthermore, Cambodia has reminded Thailand and the international community on multiple occasions that the areas in Cambodia's territory along the border still have explosives, which are the remnants of the past civil war. Cambodia reiterates its firm, clear-cut, and unwavering commitment to respect and strictly implement the Ceasefire agreement achieved on July 28, 2025, and the 13-point Agreed Minutes reached during the extraordinary meeting of Cambodia-Thailand General Border Committee (GBC) on August 7, 2025. Cambodia calls on Thailand to honor all terms and conditions stipulated in the ceasefire agreement, as well as the spirit and agreement during the extraordinary GBC meeting which stipulates that "Both sides agree to maintain current troop deployments without further movement as it is at the time ceasefire reached at 24:00 hours (local time) on July 28, 2025. There shall be no troop movements including patrol towards the other side's position.” In addition, Cambodia reiterating its firm and unequivocal commitment to upholding the spirit of consensus agreed by both parties in the recent extraordinary meetings of the RBC, particularly the extraordinary meetings of the RBC between the 4th Military Region of Cambodia and the 2nd Army Area of Thailand, concluded at 11:53 AM, on August 27, 2025, which both parties agreed to increase confidence to de-escalate tension and maintain peace along the border using all necessary mechanism to resolve differences peacefully and avoid clashes in the spirit of good neighborliness, friendship, and solidarity and on the occasion when problems arise, both parties shall work together to resolve them through existing mechanisms. In this sense, Cambodia urges that Thailand adhere to the same spirit. Cambodia reaffirms its stance to resolve the issues peacefully, in good faith, in accordance with international law, the UN Charter, and the ASEAN Charter. August 27, 2025.
